The declaration of high-tech enterprises includes the declaration of national high-tech enterprises and the declaration of Shenzhen high-tech enterprises.

High-tech enterprises refer to resident enterprises registered in the territory of China (excluding Hong Kong, Macao and Taiwan) that continuously conduct research and development and transform technological achievements in Key high-tech Fields supported by the State, form core independent intellectual property rights of enterprises, and carry out business activities on this basis.

An enterprise shall be registered and established for at least one year when applying for recognition. And no major safety, major quality accidents or serious environmental violations occurred within one year before the enterprise application for recognition.

By means of independent research and development, transfer, donation, merger and acquisition, enterprises obtain the ownership of intellectual property rights that play a core role in technical support for their main products (services).

The technologies in which the main products (services) of the enterprise play a core supporting role belong to the scope stipulated in the High-tech Fields supported by the State.

The proportion of scientific and technological personnel engaged in R&D and related technological innovation activities in the total number of employees of the enterprise in the year shall not be less than 10%.

The proportion of the total research and development expenses of the enterprise in the last three fiscal years (calculated according to the actual operating time of less than three years, the same below) to the total sales revenue of the same period shall meet certain requirements.

In the past year, high-tech products (services) revenue accounted for no less than 60% of the total revenue of enterprises in the same period.
